Basketball League

01 League Divisions

The league is comprised of separate boys and girls divisions.

02 Age & Grade Eligibility

• No player may exceed the maximum age for their division before September 1 of the current season.
• No player may play in a grade/age group below their current grade during the season unless permission is granted by the League Executive Committee. Each case is reviewed individually.

03 Team Rosters

• Each team may carry no more than 15 players on its roster at any time during the season, playoffs included.
• A final roster must be submitted to the league before each team's second game of the season, and must include each player's name, jersey number, grade, and date of birth. Report cards and birth certificates are due prior to Game 2.
• No player may appear on the roster of two teams. A player may play up to help a team that has a maximum of 6 available players. If a team has 7 or more regular players, no player may be called up. Call-ups are not permitted during the playoffs.

04 League Insurance

Each association or individual team must provide proof of a minimum $1,000,000 liability insurance policy prior to the start of the season, in the form of a certificate of insurance naming the Camden County Basketball League as a named insured. No team may begin league play without this proof of insurance. Certificates are due to the league by December 20 of the current season.

05 Season Format

• Each team plays 10–12 games during the regular season, in addition to playoffs.
• The top teams in each division/grade group make the playoffs; the number of qualifying teams is determined after January 1st, once total team counts are known. (For example: in a 12-team division, the top 6 make the playoffs; if teams 6–8 are tied on record, all 3 qualify. The League President decides ties involving more than 3 teams.)
• Teams must be ready to play as soon as playoff teams are determined.
• All postponed regular season games must be played prior to the last Friday in February.

06 Postseason Tournaments

Any league-sponsored playoff or postseason tournaments will be decided at a later time. Costs associated with any playoff/tournament games are in addition to the normal costs provided for in these rules.

07 New Team Deadline

No new teams or associations will be permitted to join the league after December 10 of the current season.

08 Payment Policy

Once payment is received for league entry, there are no refunds.

09 Game Length

All games consist of four 8-minute quarters. The clock stops on all referees' whistles.

10 Overtime

• If the score is tied at the end of regulation, a 3-minute overtime period is played.
• If still tied after the first overtime, a second 3-minute overtime is played.
• If the score is still tied after the second overtime, the game moves to sudden death — the first team to score wins. There are no tie games.
• The clock stops on all referees' whistles during overtime.

11 Timeouts

• Each team is allotted 4 timeouts per game during regulation.
• One timeout is allotted per overtime period.
• Timeouts not used during regulation do not carry over to overtime.
• All timeouts are 1 minute in duration.

12 Standings & Reporting

• League standings are based on Win/Loss record.
• Failure of the winning team to report a game in a timely manner will result in a loss being recorded for that game.
• A picture of the scorebook must be taken by the home team after each game as proof of player participation and final score.
• Players must attend at least 50% of regular season games to be eligible for playoffs. The only exception is injury, which must be reported to the league.

13 Fouls & Disqualification

• A player is disqualified from the game after their 5th personal foul (overtime included).
• A coach or player is disqualified and asked to leave the gymnasium after their 2nd technical foul (overtime included).
• Any disqualification other than fouling out results in automatic suspension from the next scheduled league game. All such incidents are subject to further review by the League President for possible additional disciplinary action.
• A player or coach involved in 2 such incidents in a single season (playoffs included) is suspended for the remainder of that season, including playoffs/postseason tournaments.

15 Substitutions

Normal substitution rules apply for all games.

16 3rd/4th Grade Girls Format

The 3rd/4th grade girls division plays 4-on-4. Teams may start a game with 4 players; upon arrival, the 5th player may enter at the next whistle that stops play. The opposing team has the discretion to start with 4 or 5 players in this situation.

17 Home Team Responsibilities

The home team is responsible for providing:

• A properly functioning game clock and scoreboard (flip-type scoreboards are permitted)
• A separate scorekeeper and timekeeper
• A scorebook, with team rosters entered prior to the start of the game
• A game ball

18 Defense & Pressing

• Pressing is allowed in all 8th grade divisions.
• Pressing is allowed during the last 2 minutes of each half in the 5th/6th grade divisions.
• Pressing is allowed during the last 1 minute of the game in the 4th grade divisions, and during overtime.
• Teams are required to play man-to-man defense in Grades 3–5. No double-teaming is allowed once a player crosses half court; players may switch and double the ball inside the three-point line.
• Half-court defense is permitted in the 3/4 grade division — the dribbler must be allowed to cross half court. Pressing is allowed in the last 30 seconds of the 4th quarter and the last 30 seconds of overtime in the 3/4 division.

19 Backcourt Play

• A foul may be called for backcourt contact — if a player attempts to steal the ball in the backcourt and commits a foul, the foul will be called.
• In Grades 3–5 only, 2 warnings will be issued (referee's discretion) for playing defense in the backcourt or impeding the offense from advancing the ball up court. On the 3rd infraction, this results in a 2-shot technical foul, and the offense retains possession for delay of game.

20 Three-Point Line

Three-point shots are permitted at every grade level.

21 Lane Violations

• Grades 3–4: five-second lane rule
• Grades 5–8: standard three-second lane rule

22 Bonus Free Throws

High school bonus rule: beginning with the 5th team foul of each quarter, opponents shoot 2 free throws.

23 Schedule Release

• To get the schedule out before Thanksgiving, teams must submit their gym dates by November 6th.
• All regular season games will be scheduled by the league scheduler by December 15th, prior to the start of the season.
